In short, this is the standard telephone system (PSTN) known as a 'ring in loop out' line.

Incoming Calls:-
Taking your house as a reference point. When you receive a call the ringer in the phone operates. This is because the carrier sends ring current into your home, so we refer to it as "ring-in'.
Outgoing Calls:-
To make a call from you home, you lift the handset causing the switch hooks to close making the loop between the 'A' and 'B' leg of the telephone line. This is know as the "loop-out'. For this reason the most common telephone line is referred to as "Ring-In, Loop-Out" PSTN line.
