Is a device meeting the carrier’s requirements that is provided by the carrier to establish a demarcation point between the carrier’s telecommunications network and customer cabling or customer equipment.
An NTD is permanently marked at manufacture with the words ‘Network Termination Device’ or the letters ‘NTD’. Any device that is not so marked is not an NTD.
The Network Boundary:-
(a) is a nominal demarcation point between carrier-owned and customerowned cabling and equipment;
(b) determines whether cabling or equipment is subject to ACMA technical regulation;
(c) is a physical boundary and not a service boundary; and
(d) is not a boundary of competition — in principle, there are no boundaries to competition under the Act.

Note: The network boundary is not a definitive boundary of cabling and equipment
ownership. Carriers may own cabling
or equipment on the customer’s side of the network boundary and non-carriers may
own facilities on the carrier’s side of the network boundary. However, facilities on
the carrier’s side of the network boundary are protected from unlawful tampering or
interference.
The "Lead-In" cable is generally black in colour and should not be installed inside the building due to fire hazard risk. Internal cable is generally cream in colour.
The Lead-In cable comes under the carriers regulations when installing.
